Delaware State Rebate Program

The Delaware Solar Program provides the following incentives for solar:

  • A grant of 50% of the installed cost of a PV system
  • Residential grants are capped at $31,500
  • Commercial grants are capped at $250,000 
  • A Solar Renewable Energy Credit (SREC) worth up to $250 for every MWh generated. 

This means that a residential system has a payback of less than 10 years.  With the use of federal incentives, the payback for commercial customers is even better.

On July 24, 2007, Governor Ruth Ann Minner signed into law two important bills to bring solar to the residents of Delaware. 


Senate Bill #19 created the foundation for solar.  Under this law, the Solar Alternative Compliance Payment (or SACP) is initially set at $250/MWh generated.  Highlights of the bill include the following:

  • Increased the required minimum percentage of electrical energy sales to Delaware end-use customers from renewable energy resources through the year 2019.
  • Requires that between 2009 and 2019, the minimum percentage of sales from solar photovoltaics shall increase from 0.03% to 2%.
  • Sets a solar annual compliance payment and allows it to be adjusted by the Delaware Energy Office at an amount higher than, but not more than 20% higher than, the estimated competitive market cost for purchasing RECs.
  • By increasing the renewable portfolio standard, creating a solar set-aside, and increasing the alternative compliance payment, Delaware citizens will be able to sell solar RECs, thus increasing the value of solar photovoltaics.

Senate Bill #35 created additional funding for solar from the Green Energy Fund.  The bill increased the system benefit charge for the Green Energy Fund by adding 18 cents per month to the average residential customer’s electricity bill. The Green Energy Fund helps stimulate the local renewable energy sector. Increased funding will allow more Delaware households and businesses benefit from renewable energy.  In addition, the Senate Bill also increased the grant level for residential energy electric generation projects from $22,500 to $31,500.


Senate Bill #8 was amended on June 12, 2007 and raised the net-metering cap from 25 kW(dc) to 2 MW(dc).  This means that commercial solar systems can, for the first time, finally be deployed in Delaware.

An SREC is defined by law in Delaware as:

Solar Renewable Energy Credit” (“SREC”) means a tradable instrument that is equal to 1 megawatt-hour of retail electricity sales in the State that is derived from Solar Photovoltaic Energy Resources and that is used to track and verify compliance with the Renewable Portfolio Standard.
